Returning to his home town of Belfast in 1930 he joined a small group of artists known as the Ulster Unit, and taught at various high schools and institutes including the Belfast College of Art where his students included Terence Flanagan and Basil Blackshaw. Toogood's work was exhibited at the RHA, Ulster Academy of Arts, RUA and the Piccolo Gallery in Belfast. Following his death retrospectives were held by the Arts Council of Northern Ireland (1978) and the Bell Gallery (1989).

Bearing brass plaque with inscription Romeo Toogood studied at the Belfast School of Art and the Royal College of Art in London. Returning to his home town of Belfast in 1930 he joined a small group of artists known as the Ulster Unit, and taught at various high schools and institutes including the Belfast College of Art where his students included Terence Flanagan and Basil Blackshaw.       Romeo Charles Toogood RUA ARCA (1902-1966) THE MINNOWBURN, COUNTY DOWN, 1965 signed lower right oil on canvas 51 by 61cm., 20 by 24in. Provenance: Bell Gallery, Belfast; McKee collection Exhibited: Retrospective exhibition, Bell Gallery, Belfast, August 1989, catalogue no. 36 This is a painting of the well known Minnowburn Beeches, where the Minnowburn runs into the river Lagan, just upstream of Shaw's Bridge in Belfast. The carefully arranged figures fishing in the Minnowburn are reflected in the water, in what is now a National Trust listed site.
