Early in 1918 the New Zealand government was refusing to appoint official war artists. The appointment of official divisional artists by the Australians in February 1918 led Sir Andrew Russell to appoint a divisional artist, Nugent Welch. He was attached to H.Q. New Zealand Division to carry out "artistic work of an historical nature". Welch had served as a sniper in 2nd Battalion N2 rifle brigade. He was exhausted after Passchendaele and his appointment as war artist saved him from nervous collapse. He was not commissioned as an officer, but was promoted to Sergeant.
