"Prof. Hinkle's Flea Circus". Signed lower left "Jay Irving". Lower margin caption reads "Oh Boy! Wait 'til Winchell Hears O' This!!!".
Jay Irving was a New York-based cartoonist responsible for numerous comic works including Pottsy and Bozo Blimp. For thirteen years he also drew a weekly panel named Collier's Cops for Collier's Weekly. It is likely that this illustration was for this strip. Presumably, "Winchell" refers to Walter Winchell, the noted New York gossip columnist.
