Frequenta l'Accademia Cignaroli di Verona. Negli anni Venti si avvicina agli artisti della Scuola di Burano. Nel 1924 viene invitato, per la prima volta, alla XIV Esposizione Internazionale d’arte della città di Venezia. In quegli anni è vicino al Novecento Italiano ed partecipa alla Prima e alla Seconda Mostra del gruppo (Milano, 1926 e 1929). Nel 1931 ha la prima personale alla Galleria del Milione di Milano e partecipa alla Prima Quadriennale nazionale d’arte di Roma dove la Galleria Mussolini acquista un'opera. Viaggia di frequente a Parigi e in Inghilterra, Germania, Svizzera e Austria. Si cimenta anche nella decorazione e nell'affresco (Verona, Museo di Castelvecchio, 1925-1929 e Palazzo del Podestà, 1929-1930).
I dipinti del F. ebbero una crescente fortuna di mercato e, a partire dalla seconda metà degli anni Venti, raggiunsero quotazioni considerevoli. Dalle 67 opere vendute fra il 1918 ed il 1926 si giunse alle 143 del periodo 1926-1934 (Reynolds-Thorpe, 1967). Lo stesso re Vittorio Emanuele III, che acquistò per la sua collezione quattro dipinti, contribuì a tale fenomeno.
Al successo di mercato si aggiunse il crescente favore della critica. Con Rossi, Martini, Casorati e Semeghini, partecipò alla cosiddetta scissione di Ca' Pesaro (1923), in polemica con l'arretratezza delle esposizioni veneziane. Nel 1923 fu invitato alla Quadriennale di Torino, e l'anno successivo fu presente alla Biennale di Venezia, dove le sue opere furono riproposte ininterrottamente fino al 1948. Partecipò alle due mostre del Novecento italiano (1926 e 1929), pur non adeguandosi strettamente alle caratteristiche di stile ed alla poetica tipiche di quel movimento.
