      William Smallwood Autograph Letter Signed ("W. Smallwood") while Governor of Maryland.  One page, 7.25" x 9", Annapolis; March 9, 1787. A letter addressed to Robert Fergusson, a Maryland tobacco merchant, concerning currency exchange, payment of duties, and noncompliance with a contract. Docketed. Smallwood writes, in part: " ... I have consulted the Treasurer... who says he will endeavor to make it convenient to exchange the Notes which you would wish to pay into the Treasury... due the Continent, which Mr. Morris frequently obtains orders for, and so far as they extend his Notes may be exchanged – but the Treasurer cannot legally receive them in lieu of cash for Duties – but he thinks there will probably be no difficulty in the case upon what Duties you may have to pay – so that you had better try the matter as it seems to admit of little doubt. Mr. Causin seems desirous of finding out a new mode of settling differences amicably by a non compliance with the contract entered into – this may coincide with his conduct and wishes – but rarely with the Views of the other Party." Signed, " W. Smallwood."  William Smallwood (1732-1792) was appointed a colonel in the 1st Maryland Regiment in 1776. He was wounded at the Battle of White Plains and participated throughout the New York and New Jersey campaigns before moving to the southern theater, where he saw action at the Battle of Camden, ultimately rising to the rank of major general. After the war, he served as the governor of Maryland from 1785 to 1788 and convened the Maryland State Convention that ratified the U.S. Constitution in April 1788. Condition: Professional restoration to separations along folds. Pencil notations on verso. Light blossoming of ink, causing a halo effect to a few letters. Very minor scattered soiling.       WILLIAM SMALLWOOD (1732 - 1792) Continental brigadier general who fought at Long Island and was wounded at White Plains. CONSTRUCTING THE DOME ON THE MARYLAND STATE HOUSE Important manuscript L.S. as Governor of Maryland, 1p. 4to. with holograph address leaf, "In Council" [Annapolis], Mar. 22, 1787 to Treasurer Thomas Harwood. Smallwood seeks funds to complete construction of the second dome on the Maryland State House, the dome currently on that structure. In part: "...We have much at hear the finishing the public building as soon as possible for the longer they are exposed to the Weather the greater Damage they will receive and of course more money will be required to finish them and if the workmen are not soon engaged it may be difficult hereafter to get them...we request you to reserve out of the first unappropriated money which may come into the Treasury 1600 [pounds] to pay for advances already made by Mr. Clarke..." Smallwood also asks that certain sums be reserved to pay monthly wages. Fine. The dome would not be completed until 1795 due to political reasons and a shortage of funds.

      WILLIAM SMALLWOOD (1732 - 1792) Continental brigadier general who fought at Long Island and was wounded at White Plains. Good content A.L.S., 1p. 4to., "Ports[?]",Mar. 18, 1785 to Col. Christopher Richmond. In part: "...I take the opportunity...of inclosing you a discharge granted William Hamilton in consequence of his former Discharge being fraudulently taken from him by a certain Benjamin Ward...you would endeavor to stop his pay, the Discharge recites the abuses & recommends Hamilton for Redress...if therefore you can render the poor Fellow any service on the occasion you will do an Act of public Justice & oblige him as well as me...". Expertly inlaid, a dark toned horizontal band at center, else very good. From the famous collection of Adrian Joline.

Smallwood" as Governor of Maryland, 1p. oblong folio, [n.p.], Aug. 19, 1788 being a deed for a tract of land in Washington County, "a tract called Brooke Field..." Countersigned by the state's chancellor, JOHN ROGERS. Usual folds, one small hole toward bottom margin, else very good condition.

"W Smallwood" as Governor of Maryland, 1p. 4go., "In Council", Aug. 18, 1786 to U.S. Constitution signer DANIEL OF ST. THOMAS JENIFER (1723 - 1790): "...Respecting the property sold to Doctr. John Shuttleworth, we think it most advisable to vacate the Sale and resell the said Property, as he has declined to comply with the Terms of the Sale by giving Bond with Security and is unable to pay for the same if a suit should be instituted against him to compel a payment ..." Jenifer adds an endorsement on verso: "August 1786 From the Govern[o]r & Council ab. reselling the property Dr. Shuttleworth purchased." Usual folds, else fine. Matted and framed to reveal both sides together with a portrait of Smallwood.
