Signed "Wm Irvine" and addressed to Thomas Nill. Irvine directs Nill to forward a sum of money on his behalf. With flattened mail folds, along with areas of dampstaining, toning, and foxing. Boldly signed. In part: "Inclosed is a letter, the contents of which is to direct a sum of money, which is due me in Ireland to be paid into the hands of Mr. Samuel Brown Merchant in Belfast - you will please to inclose the letter directed to James Lindram Esqr. to Mr. Brown, and desire him to send it by Post, you may also if you please inform of the purport, and you will advise him as you think proper relative to the appropriation of the money when it comes to his hands. After you get information from Mr. Brown of his having received the money & the exact sum, together with the appropriation, be pleased to give me credit for the same in my account with your Brothers Estate…" William Irvine (1741-1804) was an Irish-American physician, soldier, and statesman from Pennsylvania. He practiced medicine as a ship's surgeon for the Royal Navy before siding with the revolutionary cause. He subsequently served as a brigadier general in the American Revolutionary War and fought in the western theater. After the war he served in the Continental Congress, and later played an active role in ending the Whiskey Rebellion in Pennsylvania.         William Irvine Autograph Letter Signed ("Wm. Irvine").  Three pages of a bifolium, 7.25" x 9", Carlisle; June 5, 1797. A fascinating letter penned by Irvine concerning the early tensions between the United States and France that later erupted into the XYZ Affair and the Quasi-War with France. Addressed to his son, Callender, Irvine discusses President Adams' speech to Congress and the instability with France before concluding with a provoking reference to a personal family matter. He writes, in part: " The inclosed paper as you will see contains the Presidents speech to Congress and their answer – amendments were proposed, and near two weeks have been spent debating whether the amendments should be adopted at length. The original answer – or ecco [ sic] was carried by so small a majority as six in the Committee of the whole, which will doubtless also carry in the house – thus the Country by their Representatives – are so nearly balanced between the British & French party – But it appeared by the result of sundry meetings, held in various parts of the United States, that the body of the people reluctantly give up their attachment to the French cause, yet conclude that if they should persist, they will join in the defense of the Country & Government, if actually attacked by any power on earth – these however are called antifederals, however this may be, their aid will be in indispensably necessary in case of actual war, and I doubt not it will be as decided & effectually given, as by those who swagger & boast of being federals, and the only supporters of government –  However I am not without hope that peace may still be continued if the President is sincere in his professions, and that he will in good earnest renew a negotiation for that purpose – he must at all events carry on the appearance of a desire for amicable adjustment, not only because he promises so, but the reluctance shown for war will point out the necessity of such a line of conduct... I have no yet conversed with the lad, nor do I know that I shall – I believe the strumpet lies, and have some thought of having it contested, although I will not appear to take his part, because that might tend to encourage him. it is thought best to suspend the thing as long as may be, in expectation that the brat may possibly be black or yellow when it comes."  Signed, " Wm. Irvine". The relationship between France and the United States had been strained in the years after the French Revolution. On March 25, 1797, President Adams called for a special session of Congress to meet in May to address the worsening relations. The speech referenced by Irvine occurred on the second day of the session when Adams, urged by the more hardliner members of his cabinet, gave a speech before Congress stating his outrage at France's treatment of Charles Pinckney, whom they'd recently rejected as minister, and towards American sailors in the Caribbean. He stopped short of asking Congress for a declaration of war but did urge them to expand the United States Navy and consider arming merchant ships. The speech was unsurprisingly derided by the Anti-Federalists, some of whom considered the Adams Administration as little better than royalists. On May 31st, just five days before this letter, Adams requested the formation of a commission to liaise with the French government and restore harmony between the two nations. After the commissioners' arrival in France in July, they were approached by French diplomats acting on behalf of French Foreign Minister Talleyrand, who demanded a low-interest loan, payment for merchant claims against the French, and a bribe for Talleyrand before they would enter into any negotiations. The Americans were offended by the demands and eventually left France without engaging in formal negotiations. The failure of the commission caused a political
