Julio Galán echó raíces en Monterrey, donde residió desde los diez años de edad. De ahí partió para Nueva York en 1984, ya en 1985 su obra había atraído la atención de importantes galeristas de esta ciudad y poco después despertó interés en Francia, Holanda e Italia. Retornó a México en 1990 trayendo el amplio reconocimiento internacional que su obra había conquistado en Norteamérica y Europa por el valor y la dimensión universal de su expresión. Considerado uno de los más destacados representantes de la plástica mexicana contemporánea, creó una obra polémica y contradictoria que destaca por su carga simbólica y sus imágenes perturbadoras. Murió víctima de un derrame cerebral a los 47 años de edad. Su obra forma parte de colecciones de arte importantes de Estados Unidos y Europa. Hay cuadros suyos en el Stedelijk Museum en Ámsterdam y en el Museum Boijmans Van Beuningen en Róterdam. En 1992 fue invitado a exponer con José Luis Cuevas y Vicente Rojo en la Feria Internacional de Sevilla. Existía en Galán una verdadera compulsión de crear un arte original que se liberara de toda posible influencia de pintores contemporáneos. La aceptación internacional que logró coloca de nuevo al arte mexicano en el terreno de lo universal. Su arte se desenvuelve como en una perpetua ceremonia o un baile de disfraces, donde su personaje protagónico (él mismo) aparece constantemente travestido, enmascarado, oculto entre borrones, afeites, inscripciones, hendiduras. Desde los cuadros que recrean los sueños de la infancia hasta los que recogen los encarnizados juegos del presente, su mundo se sostiene y se afirma en una sensualidad que se muestra de manera directa o bien se guarda tras elaboradas metáforas, y donde la ironía se encarga a menudo de mantener las emociones a su debida distancia.
