      -This is a sweet little watercolor by Frances Foy, an American artist from Chicago who was active in Chicago's Progressive Movement in the 1920's and 1930's and went on to become a successful illustrator, painter, muralist, and etcher. She started as a fashion illustrator, then attended art school in Chicago, where she studied with Wellington Reynolds, a noted portrait artist. She married Gustav Dalstrom, another Chicago artist. They lived in the Lincoln Park area of Chicago, and this watercolor may well be a scene from where they lived. In the 1930's she won several mural commissions from the Treasury Department of the Federal government to decorate Post Offices around the country, and these were highly prestigious awards. The watercolor here features a run-down home or shack, a lake or river in the background, and a boat sitting in between some of the homes across the way. It is signed "Frances M. Foy" in the lower right part, there's a Marshall Field label on the back, light soiling on the matte, commensurate with age, and the image itself is very clean. The overall size is 10 5/8 x 13 1/4 in. wide and the sight size is 5 7/8 x 8 1/2 in.

      Frances Foy (1890-1963) Remembered Corner, 1934 etching signed, dated and numbered 31/100 Born in Chicago, Frances Foy had a successful career there as a painter in oil and watercolor and etcher, printmaker and muralist. She also traveled widely including to Sweden, France, Germany, and Italy. Foy studied at the Art Institute of Chicago with Wellington Reynolds and with George Bellows and Randall Davey and later exhibited in a one-person show at the Institute as well as in annual Institute exhibitions from 1929 through 1940. When she was a student at the Institute, she was awarded the Jules F. Brower Prize and the Frank G. Logan Prize. During the Depression, she won an anonymous competition to have a commission from the U.S. Treasury Department Section of the Fine Arts, followed by four other commissions, for improvements to public buildings in East Alton, Illinois; West Allis, Wisconsin; Dunkirk, Indiana. and Chicago at the Chestnut Street Postal Station. However, as a woman, she was not allowed to apply for work with the WPA Federal Arts Project if her husband was part of the project because of the common assumption that men, being the bread winners, needed the work more than women. Her husband was Gustav Oscar Dalstrom, an artist who served as President of the Chicago Society of Artists and also Supervisor of the Mural Division of the Illinois Federal Art Project. With him she was able to work on the WPA murals including the aforementioned in other states and also a companion mural, Advent of the Pioneers, to his mural, The Great Indian Council-1933, for the Old Main Post Office of Chicago. Separated for unknown reasons from her husband's mural, today it is located at the Post Office at 433 West Harrison Street, and Dalstrom's mural is at the Loop Station Post Office at 221 South Clark Street. Like many pre-World War II WPA artists in America, Foy was a realistic painter, but in her mural work, she was unique in that she often included more women than men in her genre paintings and usually showed them playing important roles. Note: A native of Chicago, Frances Foy studied at the Art Institute of Chicago with George Bellows and Randall Davey. During her time at the Art Institute, she was awarded the Jules F. Brower and the Frank G. Logan prizes. Foy had a successful career as a painter and won five WPA commissions to paint murals in public buildings. As a woman, however, she was not allowed to apply for work with the WPA Federal Arts Project because her husband, Gustav Oscar Dalstrom, was working with the project already and it was assumed that the man, as the main breadwinner, needed the work more than his wife. This landscape was painted while Foy was still a student and is quite different in technique and subject matter to what would become her style as she matured.
