His most prolific period was between 1871 and 1899. Born in Mt. Gilead, Ohio, he became a student of John George Brown in New York, and his career as a marine painter began when he accompanied William Bradford on an arctic expedition in 1869. He also was a sketching friend of Winslow Homer, and today he is perhaps best-known as a copyist and near-copyist of works by Homer. In addition to his work as a marine painter, Burns was an illustrator for Harper's Weekly, Scribner's and Literary Digest. He is credited with the first illustrated article about Monhegan Island, and did numerous pen and ink drawings of the island, which appeared in Harper's magazine. He was a founding member of the Salmagundi Club in New York.
