He grew up in Montreal, but studied for several years in France at the École des Beaux-Arts d'Aix-en-Provence (1978-1979), École Charpentier, Paris (1979-1981), and École Nationale des Beaux-Arts de Dijon (1983). He received his Bachelor's degree in Visual Arts at the Université du Québec à Montréal in 1984. Brilliant's sculptures incorporate man-made objects along with those taken from nature. His monumental works can be seen in a variety of sites throughout Québec. In 2012, he installed one of his sculptures on a golf course in the Moroccan desert.
